Project Overview
Liberty Industrial carried out the remediation of four adjacent residential blocks for Cumberland Council. In accordance with the Remediation Action Plan, the project involved the excavation of the site to approximately 400mm BGS, with all soils classified for offsite disposal. 2300m2 of lead and asbestos contaminated soils were removed as disposed of at a licenced landfill.
Given the asbestos impacted soils at the site, Liberty Industrial, in accordance with our Friable Asbestos Removal License, obtained approval from SafeWork NSW to undertake the remediation works.
Preparation works involved the development of a suite of project specific managements plans including an Asbestos Removal Control Plan, Waste Management and Materials Tracking Plan, Work Method Statements, Job Safety Analysis Plans and Sediment and Erosion Management Plans.
Site security was a priority on the site with Liberty maintaining the existing boundary fencing and the installation of additional temporary fencing and restricted parking controls surrounding the site. Given the topography of the site, downslope environmental controls were installed at the site to ensure no runoff occurred. These controls included provision of sediment fencing to the site, and installation of stormwater control measures.
Site works included the excavation and offsite disposal of approximately 1500 tonnes of lead and asbestos impacted soils to a licensed waste facility. All excavation and disposal works were conducted under strict asbestos management conditions. Management included the supervision of all works by Liberty Industrial’s in-house SafeWork NSW accredited Asbestos Removal Supervisor, provision of dust control via watercart, and completion of daily asbestos air monitoring by Councils nominated Occupation Hygienist.
Following removal of all identified contaminated soils, validation samples were collected and analysed at a NATA accredited laboratory, confirming that remediation had been achieved. Following successful remediation, Virgin Excavated Natural Material was imported to site to return the site to 100mm .below pre-existing levels. 100mm of turf growing media was spread across the site, and turf was installed to complete the site works. Liberty Industrial provided 12 weeks of maintenance at the site which included watering, topdressing and weed removal.
Topographical surveys were conducted by Liberty Industrial’s nominated Registered Surveyor. Surveys were conducted prior to works, at the completion of excavation and disposal works, following Importation and placement of VENM materials, and following installation of turf. As Built Surveys were provided to Council at the completion of works, along with Liberty Industrial’s comprehensive waste tracking and disposal documentation.
